Tiers of intervention are a useful way to organize groups of students and the type of intervention they may need, from all students (tier 1), to students at-risk of dropping out (tier 2), to students at the very highest risk of dropping out or who have already dropped out of school (tier 3).  While some strategies are specifically designed for a particular tier of intervention, many strategies can be adapted for implementation across more than one of these tiers or target groups.
